Hospitalization is free of charge for Italian and foreign citizens registered with the National Health Service. 

Hospital care includes: 

  • First aid, through the Emergency Room, for sick or injured people in urgent medical and surgical situations.
  • Medical services, nursing care and any diagnostic, therapeutic and rehabilitative action or procedure necessary to understand and solve health problems. 

Hospitalization may be: 

  • Urgent: ordered by the doctor on call at the Accident and Emergency department;
  • Planned: agreed upon within the department, on the proposal of the general practitioner or specialist doctor;
  • Planned day hospital: Day Hospital and Day Surgery. 

EMERGENCY ADMISSION

The emergency/health emergency response is ensured through the Emergency Department with urgent diagnostic and therapeutic interventions. 

Emergency room services are not provided in "order of arrival", but rather by implementing a priority selection process based on the seriousness of the clinical situation, as assessed by nurses specialising in reception in the emergency room (TRIAGE). 

While immediate intervention is always guaranteed for emergency/urgency situations, for other types of services the intervention time is conditioned by the needs related to the type and seriousness of the clinical situation presented, so it may happen that users with minor problems have to wait longer; however, a preliminary observation is always guaranteed to assess the seriousness. 

Upon admission, the patient is colour-coded according to severity (triage method): 

Code red: is assigned to the most serious, life-threatening cases, for which access is immediate and there is no waiting time. 
Code yellow: it is assigned to patients with at least one altered vital parameter (respiratory, circulatory, neurological function). The staff of the Emergency Department strives to reduce waiting times to a minimum. 
Code green: it is assigned to patients who do not require an urgent medical service. The patient is attended after the yellow codes. 
Code white: it is assigned to patients with mild diseases that should and could be solved by the family doctor. Patients are still attended, but only after the most urgent cases have been resolved by the staff. 

The colour code that defines free treatment is assigned by the emergency room doctor at the end of the clinical assessment.
